１．「国連安保理と紛争解決」

    授業の目標・概要
    本ゼミにおいては、最初に、国連の創設経緯から国連安全保障理事会が如何なる考えに基づき、どのようにして出来たか、安保理が国連憲章上どのような役割を果たすことが期待されているかを研究する。その後、安保理が創設以後扱ってきた代表的な案件を歴史的順番に沿って研究するとともに、常任理事国及び日本の安保理政策を研究する。
    各回の授業を通じて、国際社会の中で国連安保理が果たしてきた役割がどのように変遷してきているか、現代の国際社会でどのような役割を果たしてきているかを考え、国連安保理の特徴、限界、課題を考察する。また、最後に安保理改革を取り上げて、安保理のあるべき姿を考える。

    授業の方法
    本ゼミにおいては、各回で取り上げる具体的な案件及び主題を設定する。授業では、事前に決められた発表者（３〜４名）が、参考文献及び他のリサーチに基づき発表用資料（A4、５枚程度）を準備し、当該資料に基づき主題について３０分のプレゼンテーションを行う。その後ゼミ生全員で、事前に指定されている参考文献を読書していることを前提として、討論のテーマを中心に議論を行う。授業要項（授業ガイダンス（４月８日）で配布、以後いつでも入手可能）において、主題、報告が触れるべき論点、討論のテーマ、参考文献を指定する

2.「日本外交：実践と課題」

    授業の目標・概要
    東西冷戦終了後、日本が直面した幾つかの分野での外交的課題を題材に、当該課題の背景、日本の対応、現状と課題等に触れつつ、将来の方向性を展望する。
    具体的には、１）日米安保体制の信頼性強化に向けた取り組みを含む安全保障政策全般、２）アジア各国との二国間・地域協力や、アジア金融危機・北朝鮮問題への対応等を含むアジア外交、３）９／１１同時多発テロ後のアフガニスタン、イラク問題への対応、４）ミレニアム開発目標（ＭＤＧ）など地球規模の開発課題に向けた国際協力、５）国連気候変動枠組条約・京都議定書成立後の地球温暖化問題を巡る国際交渉、などを取り上げる。
    また、分野横断的課題として、外交政策の決定過程や外交実施体制、外交におけるメディアやＮＧＯ等の役割についても考察を行う。
    上記諸課題に関する基礎的理解を深めるとともに、将来に向けた、日本のとるべき役割について問題提起する能力を養うことに重点を置く。

    授業計画
    学期中は、教員による上記諸課題に関する講義を行い、毎回自由討議の時間を設ける。学期中に合宿を行い、特定分野を題材にしたシミュレーション形式の討議を行う。

3.「Politics of World Trade」

    Objectives/Overview
    After the Second World War, from around 1950’s world trade began to grow under a new international economic order based on multilateralism embodied in the institutions such as the IMF and the GATT.
    This system worked extremely well and contributed to the growth of world economy, but over the years, this system necessarily went through transformation, and the GATT was replaced by the WTO in 1995. The WTO further promoted rapid growth of world trade as exemplified by the success of China and other emerging economies. Recently, however, the very foundation of the global system, including world trade, is experiencing serious tension due to its own success.
    Related to this systemic situation, multilateral negotiations under the auspices of the WTO, namely the Doha Round, are still unable after more than ten years from its initiation to come to a successful conclusion. At the same time we are witnessing proliferation of regional and bilateral free trade agreements. The questions before us, then, are: What is happening on the global scene with respect to trade liberalization? Why is this so? Where will this trend take us?
    This course seeks to look into these questions, by looking at the WTO and the Doha Round, recent developments in regional integration, and current proliferation of FTA agreements and negotiations, with a particular focus on the Asia Pacific arena, including the TPP.

4．「Modern Japanese Diplomacy」

    Ovjectives, Overview
    The objective of this course is to provide some ideas to students for better understanding Japan's strategic choices in the coming decades.
    The course will approach this task by learning lessons from history as well as by taking a broad global perspective.
    We will see how Japan has responded to major strategic challenges it faced at every turning point in its modern history.
    We will also look at situation prevailing in different regions comprising the international system, and the implication of the respective regional situation on Japan's diplomatic strategy. It would thus be more of a "tourd'horizon" of major issues affecting international political structure to which Japan has been and is involved with.
    Students will submit a term paper predicting the state of the world order at around the year 2030.

    The course will be mostly lecture but will provide ample time for discussions after each lecture. Students are encouraged to come well prepared. Term Paper will require students to predict the global power structure at around the year 2030.
