Policy Innovation and Political Change Program
In 2002, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) began funding the 21st Century COE Programs. The aim of this scheme was to form world-class research and education centers (Centers of Excellence, COE) at universities in Japan. In 2003, the MEXT approved the program: "Invention of Policy Systems in Advanced Countries: Building a Synergy Core for Comparative Policy System Studies," to be established at the Graduate Schools for Law and Politics of the University of Tokyo. This program was offered from October 2003 to March 2008.
The Policy Innovation and Political Change Program was established to continue and further develop academic activities initiated by the "Invention of Policy Systems in Advanced Countries" Program, in coordination with other programs at the Graduate Schools for Law and Politics. The Policy Innovation and Political Change Program studies mechanisms of policy innovation from multiple angles, relating them to the political environment and its transformation.
